is the width measurement for the widest part at the top and the bottom? What is the width of the slate area where the water cascades?

22"W is the width of the feature at the hood and trays. You will need to account for this much space. We also recommend having at least a couple of inches on either side for clearance. The width of the slate itself will be closer to about 20"W.
Power connection details?

You just need a regular 110 outlet. Some customer will put this behind their fountain. If you do this, just make sure you put it near deadcenter to where you hang your fountain. If not, any outlet below or above the fountain will be fine.
