Can I use this be used outside?

Yes it can, just make sure to select the outdoor hood cover option from the drop down menu.
Does this fountain require being secured to wall and if so how?

The Tranquil River Floor Fountain does not require being secured to the wall. Straps are available if you wish to use purchase them, but they are not required.
